I have installed a mitsu balance delete and ported my ofh. I am pushing oil out of my oil pump shaft seal and my oil pressure gauge is just a little below the H on my factory gauges. Could the head pressure relief block be bad or is it something that I am over looking . I want to buy a mechanical gauge set and test it more accurately but money and time is holding me up

I don't get why someone hasn't made a larger oil pump pulley yet. It shouldn't be too hard to source a longer belt. Tooth pitch and belt width are pretty universal. The fact is that this high pressure only happens from eliminating the balance shafts, and the fact is that eliminating balance shafts eliminates the need for the oil pump to be timed.

I feel as tho I need to cut a little more. And I do agree that balance shafts should remain in the motor after all the hell I have went through on this motor. First with the oil pump shaft seizing now this LOL

Well if you still have the balance shafts then something else is wrong. I'd investigate why there is oil leaking out of the pump, along with testing pressure with an actual gauge.
 
Port it some more. Using your photo for reference, open it up more on the right side. I dont think to piston opens up enough to flow oil through the whole hole. You want the hole wider where it initially opens (as close to the top of the piston you can, without disrupting its sealing capabilities). Did you put a new oil pump seal in? I would suggest getting an oil pressure gauge.
