After oil pump install, crank doesn't turn freely

I'm in the process of assembling my engine on the stand, and have the crank installed. Without the oil pump, I can turn the crank by hand just fine. I bolted on the oil pump, torqued the bolts to 17ft lbs and it turned about 3/4 of the way then stopped. I couldn't turn the crank any more if I wanted to. So I loosened up the bolts, then it turned just fine. With the oil pump still on the crank snout it turns as it should, but as soon as the bolts are torqued to spec, it seizes.

Is this a bad oil pump or am I missing something? I'm using the correct bolts in the correct locations...I just don't understand why as soon as any torque is placed on those bolts it starts to seize.

I pulled the pump off, reinstalled it just for the heck of it and it didn't totally seize this time. But there is 1 spot in the rotation with more resistance.

EDIT: After 1 more loosen up/re-torque it spins as it should. I'm assuming defective oil pump.
 
Another 4g63 guy not paying attention to the application. That article is useless.

Tec, I would swap the pump out. Is it a used one by chance, or a new one?

Thanks, I'll swap it out later today...it was a new Melling pump. I already had to return one because it was missing a bolt.

I would definitely get another pump since it's something very important. Take the backing plate off and make sure its primed and packed with some kind of grease also.
 
For what its worth, I had the same thoughts about the Melling brand, so I bought a new OEM one, on the casting of the case was guess.....M190, same as a Melling. If I was staying 2.0 I would look into the DCR oil pump ring gear that he makes for the neon(will work the same on yours).
