Adjusted TPS, car still won't run

I recently put new seals in my throttle body. I also had a block-off plate made to remove the FIAV and ISC. I can't get my car to start, and I was to check my TPS sensor with my logger and it was reading like 16.9%. I adjusted it to 10%, but my car still will not run. It will fire up if I give it alot of gas and I can keep it running for a few seconds but it sounds terrible. One question I have is what is the sensor on the TB where the piece that holds the throttle cable comes up and stops on. It doesn't seem like the block off is leaking, but I just can't figure it out. It ran before I did these 2 things. I need help.
 
Is there a chance the TPS is installed in a way that is holding the throttle too far open? The plate should be fully closed in the idle position.
