AC Fan On, Idles Fine. AC Fan Off, Idle Surges

WTF is wrong with my car? Today I stood in front of my car baffled for about 15 mins. I turn my AC on and the fan comes on, the car idles fine. The fan cuts out and the idle starts to surge. Idle also surges if the AC is off completely.

ISC was changed 2 months ago and ohms were checked out at 31 after testing it.

When you A/c is on the ISC adjust to let in more air, and raise your RPMS when the fan kicks off rpms drop and if you BISS isnt adjusted correctly it will surge or your ISC isnt functioning correctly, i am pretty confident its one of the two, i installed a hard piped and K&N and it surged until i adjusted BLISS screw, and i had a faultly ISC on the 1g and i would stop(the idle surge) it by turning on the AC. Later bought a newer version isc and never had the problem again. good luck

Update:

I changed the ISC a couple weeks ago to the newer version that comes in black. I just have to say that it completely took care of my problem and I'm so happy now. Just to show that even when you ohm out your ISC and the numbers are ok, that doesn't mean it's working properly.
