ABS dying?

So a few months ago my pedal started feeling squishy. About the same time I had to replace a seized caliper (pretty much caught on fire). The squishy kept getting worse and I kept bleeding the brakes (rears 1st) and then one day the pedal wouldnt hold any pressure @ all.

Replaced the master cylinder. Got some pedal pressure back but the car just won't stop well. If I smash them I can feel the ABS kicking against the pedal but the car still slows very very slowly, you can definitely feel something isnt right.

Now it has progressed to where if I come to rolling a stop (from ~10mph) and even go like 20% constant to slow when the car is almost stopped the pedal starts kicking like ABS and I can hear it as well.

I'm not sure where to progress. I checked and I have no leaks, no leaks from any calipers either. All 4 calipers engage and none are stuck (i know what it feels and looks/smells like). The softlines look to be in good condition. I haven't messed with the hardlines. Ive checked the brake booster line for leaks and it's good.

Any ideas on where to progress? I've bled TWO pints through the system, same results.

A good way to test your abs is to unplug it. and if that dosnt fix it you got something else wrong but that should fix it.
 
The control box for abs is underneath the lower trim, passenger side, backseat area - basically, pull out your passenger side backseat, pop off the lower interior cover where the seatbelt return is and take a look at that unit. Maybe it's malfunctioning or water is somehow splashing into it from underneath the car... it's a long shot but possible.

I was doing some work on my frame one day and had that abs unit just hanging there. When I went for a drive, my brake pedal kept bouncing on and off - everytime I hit the brakes it was pushing my foot right back off. As soon as I remounted the unit, all problems went away.
