a/t flare between 2nd and 3rd

On my recently acquired a/t tsi awd I've noticed a slight jump or flare between 2nd and 3rd, usually during light driving. The tranny only has 600mi on it, from cottman. The fluid is fine. Could this be a sensor issue?
 
No clunk, and it goes through all four gears, but surges up to around 3500 rpms when shifting from 2nd to 3rd, and occasionally when slowing down quickly I feel a slight jerk. this doesn't happen when I manually shift from 2 to D. I originally thought this could be a tps issue, but I'm not sure if it would only happen at the same time if it were the tps, or why it wouldn't happen when manually shifting. I had similar tps symptoms on my gs a few years ago, but I can't remember if it consistently happened between certain gears. I plan on using a multimeter this weekend to check the tps, meanwhile any other suggestions?
