97 gst compression test numbers?

i have a 97 gst and i noticed it started smoking . it starts to smoke after i drive it for a while but only when im sitting at a light and take off and when i shut it off then turn it back on it lets out a puff of smoke than goes away but doesnt smoke while im driving the smoke is a bluish color which know means burning oil. so i went ahead and did a compression test and cylinder 1,2 and 4 are reading 160 and cylinder 3 is reading 140 i wanted to know if the numbers are good or could that be why my car is smoking because a couple ppl told me to do the valve stem seals so i am going to do them this weekend and see if it stops smoking
