97 Eclipse GST.. SnapOn Scanner Has No Reading.. Help..

Hello DSMers, I have a 97 Eclipse GST.. and Ive just finished up my rebuild.. and with my key on the MFI relay Kicks in but the Fuel Pump Relay Doesnt kick fuel pump in in starting posistion and the relay is good. Also I hooked up a Snap On Scanner and It shows no communitcation with the ECU.. This is a brand new Ecu as I thought I had a bad ECU to begin With.. What Steps do I need to Take in reference to getting my ecu to turn on and supply the nessarry Things..

It does have..
Starter turns motor over with the key
MFI relay kicks in when key is in on posistion
Power to the black and white wire at the power Transistor and coil Pack


Does not have...
Spark
Fuel
Check Engine Light On (should be im sure)

Its been 8 long months and im more then ready to get this car outta the garage after full rebuild.. all conections are like they should be well plugged in and double checked.... Thanks for your inputs..

Follow up on my post. Today I got my volt meter out and I checked Continuity on my grounds coming off the ecu and they were all good.. I also Checked my power supply.
As far as this goes. pin 12 and 25 on my 2g Eclipse Have 7.05Volts Unplugged from the ecu on the wires. However when they are plugged in they have 12.08 volts.. ? is this correct or should It have 12 Volts regardless plugged in or unplugged. Also the back up power supply had 11.84 volts.. IF anyone can check there voltage on there DsM Ecu for me or knows what they should be Please let me know. Thanks < Larry
