How do I know if my stock ECU is still good. May have water damage

Does the car run normally? Its not easy to check. If you are throwing engine codes that you shouldn't be then I would say its bad. But chances are if its bad, it wont even start a car.

It's not on the car yet I'm tryin to put my talon back togeather. But long story short I left it outside in tha rain and don't know if it's still good

Heavy rain/it was laying in standing water for a decent amount of time: its probably fried. If it was just lightly sprayed on: its probably good. Unfortunately, the ECU (being a full computer) is like testing if a motherboard works. The easiest (and often time only) way to test it is to put it in a computer that you know works and see if it turns on.

The light at the end of the tunnel would be to tell you that if it was rained on and you haven't put any sort of power through it since, crack it open, make sure it is dry on the inside, and you have a 99% chance that its still good.

Whatever you do don't put power to it until it's been cleaned and dried. Rainwater has all sorts of crap in it and you want to make sure none of that is now on the circuit board.

We wash circuit boards all the time, the trick is that they don't have any power on them, that the washing doesn't leave behind any contaminates including trace ions, and that they are fully dry before applying power.
