95 talon tsi with 94 7-bolt( need help it started but wont now)

i have a 95 talon tsi with a 94 7 bolt swap in it. The guy i got if from did the swap and it ran but was running funny. he found that the catalytic converter was bad and removed it and also cut the o2 sensor wire off.after he did this the car would just turn over and wouldnt crank. could the o2 senor and catalytic converter n o2 sensor be stopping the car from cranking or is it most likely something else?

Did you Convert your CAS(Crank Angle Sensor) Look into that your problem lays there.
