2G 95 Talon TSI OBD II or maybe not........?

I bought an Innova/Equus 3100c OBD II code reader today, and I have been having a blast pulling codes and attempting to fix them. Thus far I have pulled codes from a 1994 4.6 V8 Mercury Cougar (yes OBDII), 1998 Eclipse GS, and a 2003 Ford Ranger. BUT the real problem is when I went to pull my own codes from my 1995 Eagle Talon TSi check engine light. I get an ERROR. I follow the instructions carefully...and it will not communicate. It has a 16 pin connector to the right of the steering wheel under the dash. And I have read all over these forums that all 1995 DSMs are OBD II. Is it really an OBD II or is it one of those off breed 16 pin randomized testers? To the point, I am very confused and the only real reason I bought it, was for my car. Does anybody know what's going on? Thank you all.

95 are odbII, reason the tester is not working? It has worked on several cars so maybe its something wrong with harness in the vehicle? Have you tried another form of management? IE OBD-II pocketlogger, maybe a local DSMer has one that can try to connect. Or just drive to autozone, tell them you have a CEL and would like to have the code read. They do not charge for this service.

Well...here is what happened. I went to Autozone like you suggested (good idea by the way) and had the guy pull the codes. Worked like a charm. So yes it is ODB II but...the Innova 3100c will not pull the codes. I took it back to Wal-Mart. Paid and an extra 50 at autozone for the Actron CP9175 and it works great! So I am guessing that if you have a 95 dsm, and you want an OBD II Scanner, I do not suggest getting an Innova. Thanks for the help and ideas. Everyone take care.
