94 Lazer it got a couple issues

Hello i just picked up a 94 lazer its got a couple small issues that i hope you guys can help.Please. the first one is the wipers don't turn off i looked for a relay but couldn't find it or could it be the piece on the column that is buggerd? second is my main fan doesn't work and the secondary fan never turns off i played with the a/c and nothing helps.there is white wire that is hanging not connected to anything.its kind of in the oil filter back of the alt area.if i could get those small issues sorted out i'd put it on the road! and i need a car since my 90 talon ate a clutch.

Check for wires that have broken/cracked insulation to see if you are shorting out on any metal to create a constant connection. The most common case with old fans not working is that they just corrode up and become hard to turn, which essentially burns the motor up so that I just quits working. Basically your going to have to check all the wiring for breaks or shorts (mainly for the wiper motor). Then try turning the fan with your hand.. if it is much harder to turn than your working one then its probably burnt up.
 
Thanks i looked there quick and only saw 1 there and i wasn't thinking it was the one.Ill check to see if that is the problem tomorrow thanks again
 
O.k way up under the dash above the fuse panel there are ? relays i can see 2 black little ones and 1 bigger blue one.Is the bigger blue one the wiper relay?
 
The answer to my question about where the wiper relay is...it is found in the collum just left of the key soldered into the whole wiper mechanism. Another question i had about the white wire by the alt area...it was a wire for the power steering.Now down to the fans. has anyone had problems with the secondary fan staying on?
