Some cheap testers read low also. That would explain the lower numbers, and the fact that they are the same.
 
I'm willing to bet you're fine. Do a leak down test. Compression numbers don't mean much of anything. A large difference in numbers wold indicate a problem, that a leak down test could pinpoint.
