6k Idle Please Help

High Folks Need some help

I have a 96 Eclipse RS 5spd Manual with a 2.0 non turbo i just rebuilt the engine from top to bottom
plugged everything right up and when i start the car it shoots right at 6000 rpm i checked for air leaks changed the tps iac valve and make sure my throttle cable wasn't too tight my engine is in time and still the same thing and i dont have a check engine light I'm lost guys please advice i wanna get this ride going.

intake manifold is clean no carbon cuz i cleaned it during the rebuild iac is new thermostat is also new

Take off your intake pipe, and take a picture looking into the throttle body.

Does the car have cruise control? I know its an RS but have you checked?

have you tried to unbolt the cable from the TB and start it? even if you had a vacuum leak, or a bad ISC/TPS your engine would not rev to 6k.
you have a problem with either the TB stuck open or the cable pulling the TB open.
