5th gear No Pull??

The other day a civic wanted to get fresh with me on the freeway so i dropped 4th and took off but at like 4100 rpms in 5th i stopped accelorating all together i was open throttle for like 20 seconds and no climb at all i think it could be my uicp has a hole in it but i taped it pretty well and also when im pushing it my exhaust puts out black smoke i know that becuase of running rich so can it be my uicp still after all that tape?
