First of all, I would like to say what I have done to diagnos this problem.
-Boost leak test. No leaks just a slow leak down of maybe 1 psi per second.
-New Plugs Gapped at .030 (not platinum)
-New Cat, O2 sensor and muffler (needed to be done anyway)
-Semi-hacked the MAF (removed lower, and backed out screw)
-Have manual boost controller set to 9-10psi
-Monitor boost with autometer ultralite boost guage
-Fixed leaking manifold/cylinder head junction
-Tried different gasoline brands and octanes

When I accelerate under full throttle it pulls quite nicely up until approx 5500rpm. Then it feels like a hard governor most of the time. Some times it
 
I haven't checked the caps. Thats been in the back of my mind. I got cut off yesterday while posting my initial message.

I also wanted to say that I hear what sounds like a relay clicking when my car cuts out under the dash. Whats odd is that sometimes (most of the time) it is a hard cutout and sometimes a softer limit.

My factory boost gauge reads about .75 kg/cm2 and autolight 10psi. I guess I'll check the caps, I hate to start replacing parts without properly diagnosing the situation $$$$. Especially on a older car.
