How hard would it be to turbo a 420A on the stock ECU? Is the stock ECU able to be tuned or would I need to get a stand alone system?

if you even ask about it, don't do it, get a megasqruit and get a proper tune for it

To answer your original question, no. The stock ecu cannot be tuned. Unless you ship it off to the guy who has a copy of the Chrysler software, but that's a lot less reliable than tuning it yourself with Megasquirt.
