420a Compression ratio & Valve Question

I currently own a 99' Eclipse GS with 203,000 miles on it. I have redone the head on the car sometime ago, and recently did a compression test on each cylinder. All three cylinders except for cylinder #2 read 180 pounds. Cylinder #2 was nearly half of that. First off, what kind of compression should a 420a engine be running as far as psi goes. Also, how can I determine if I have a burnt valve or cooked piston rings without taking the head off? I often smell unburnt gas when the vehicle first starts, and its evident that there is compression being lost due to the sound of my motor. Any help and replies would be highly appreciated! 2G (95-99) T/E 2.0L NT 420A engine
Compression ratio 9.8:1
Standard compression 170-225 psi
Service limit 100 psi

Here are the numbers according to the factory service manual. I am to sure if their are any way to test for a bad piston or valve with out pulling the head.
 
Perform a leak down test.

When the air is in the cylinder, you will listen at 3 places

1) open the TB, if you hear air escaping, you have intake valve issues
2) Listen at the end of the exhaust, air here is bad exhaust valves
3) Listen at the oil fill in the VC, air escaping here is bad rings or cracked piston
