I've seen these around on e-bay as well, and I wondered the same thing. I sure hope a wiseman chimes in here and explains the pro's and con's about this item.
Not a wiseman here, but IMO just as good. The site 95-talontsi provided has a great pic comparing both types of lifters, or also knows as lash adjusters. Hydraulic Lash Adjusters if you want to go technical.

I too used to have the famous ticking lifters in my car, until I upgraded to the "3rd gen revised lifters." I have nothing bad to say about these, just that so far the have been doing what they are mean to do, which it to perform, and not tick.

As for pro's/con's on the lifters. I don't see how there are any downsides to them. They have simply taken a working design and improved upon by utilizing larger oiling holes. The stock oiling holes, as shown in the pic, are very small, and after years of wear they simply build up w/ junk and just stop working at there full potention, typical to any other car part.

And obviously you know the pro's to them. No ticking and improved performance and longevity of the unit.

And from what I know, Topline is the only company that makes them. At least there the only ones I've seen.

Here is another pic showing the enlarged oiling hole on the top of the lifter.
