2g no power to anything

Ok so my buddy has a 95 Eclipse GSX. It doesn't have power to anything. We have check volts at the battery and its 12.4v. We also checked all fuses with a multimeter to make sure they were good. All fuses checked good under hood and in car. We cleaned the battery terminals. We are lost! Cant find the issue, please help.

Check the fuses with a multimeter. Sometimes they can be blown but not look blown.

Ground wires, I eventually just replaced them though but it was a temp solution to see if that was the problem or not. I used a dremel to grind every contact point on both the cable and the chassis and trans and also the intake one. Lucky for me it wasn't actually in the wire harness.

Ok I thought you meant you cut part of the harness I got a little scared I'll give it a shot and hopefully that's it
