2g Idles High and Dies When You add Gas

I finally got my first 2g to run! But now it idles at 1000-2000 rpms. (it fluctuates slowly and randomly) But dies when I step on the gas. Any ideas?
 
Its a 420a non turbo so there can't be a boost leak. What is a "Bis"? and I have a few ideas on what it could be. Which one of my sensors would cause this? It revs high when you start it up and quickly declines to 500 rpms. At this point the motor is about to die. But for some reason without me doing anything it revs up to like 1000-1500. This sounds like my PCM is getting a bad reading some where.

I googled Biss screws. Should I have to adjust it if its never been touched? Some more to add. I was working on it cleaned out all my connections on sensors and now it revs around 1000-3000 at idle without me touching the throttle. My throttle body is making some abnormally high hissing! My cooling fan stays on even when the motor is cold. Oh and if i put my hand over the throttle body and restrict the flow of air the the throttle body I can move the throttle but it doesn't rev any higher. When I put my car into gear the RPMS drop to 1500-ish this allows me to move my car around the drive way but like I said before when I touch the throttle the RPMS drop to the point it either wants to stall or stalls completely. This even happens in neutral when there is no load on the motor. This is the most descriptive I can be about my problem. If anyone can help PLEASE!
 
Due to the inclement weather we have here in Tennessee today I was able to take a step back and really think about the issues my car is having. The loud hissing throttle body and the idle surge seem to me to sound like a vacuum leak. A very large one maybe from the throttle body itself/egr/intake manifold. Sound right? Would this also make sense with why my car rpms drop when the throttle is applied?
 
Yes that definetley sounds like a vacuum leak! ( a pretty large one ) did you have the intake or any components off? recheck all vacuum lines or items that you had off.
 
Okay so I went to war with my car and still no luck. First I did an egr delete and changed a PVC valve after a smoke test so no vacuum leaks. I than went to my fuel added a few gallons of brand new 89 octane gas and sea foam. I put the key to the on position and gas sprays out the fuel rail. I took a voltage meter and checked every injector and they are all good. I took off the throttle body cleaned it thoroughly and the iac. I proceeded to check the coils which were all within spec but just in case I got new wires. I checked spark and it was orange than blue . The car won't even start up for more than a second or two now. You turn the key and it revs to about 2000 and goes straight down to zero. If I spray the throttle body with starter fluid it will start up and sometimes continue to run very rough though.:cry:

Okay just got done playing with the car. I decided to take the gas line the goes into the fuel rail off and check out how much fuel comes out at prime. I hooked the hose to a bottle and only got a little quick squirt is this normal? it seemed like quite a little bit maybe 1 fl/oz at most!
