so i checked all the wiring today and i get power to the main fuse block but the secondary in the kick panel i get nothing for the headlights or tails. all wiring is good and i tried 2 different blocks one i know works. what could be my issue?

any input on what to check is greatly appreciated right now im stumped.

i know this may sound stupid and u may have already tried this but check the fuse in primary fuse box also make sure the key is on i know my lights on my 1g wont work unless the ignition is on hope this helps and good luck
 
ive checked and changed everything. im going to again. but yes i tryed key on. only thing i feel may be why is the engin isnt completely in yet so theres alot i have to go over. i just hope i missed a ground or something. about a month or so the car will start so we will see by then if not off to a shop
 
well the fuse for the tail lights doesn't get power at the inside fuse block. also the headlight fuse doesn't get power. i assume the ignition switch works because the car will turn over. the headlights pop up when turned on and get no voltage. i will be downloading and printing the factory service manual and pulling my interior and checking the wiring again.

on the other hand the block under the hood everything gets power and relays work fine. also the front marker lights are working.

to be very honest it seems that the rear harness is bad or something. but that doesn't explain the brake lights working.

in the rear harness only the brake lights work.

Do you have the FSM or electrical wiring diagrams?

It would make it easier to help if we know exactly where you are measuring, which points have battery voltage and which don't using the diagram or at least the specific fuse #.

the main 12v powerline to the fuse block has voltage.
every fuse has voltage except 10A back and the 10a head and horn or has picture of the horn.

when i use the 4 way flashers the lights flash in the front and not rear. the relay clicks tho.

Back fuse is #18 Powered when the Ignition Switch is in RUN (IG1). As is #11 and #12.
Horn fuse is #10 Powered when the Ignition Switch is in Accessory, RUN, or START (ACC). As is #4, #5, and #9

Those connections between the fuses are part of the Junction Block wiring from the various power sources and the fuses so it's shouldn't be possible to have power at fuse 11 or 12 and not at 18 or at 4, 5, 9 and not at 10 without the box being damaged.
 
The fuses should protect the junction box from vaporizing the upstream side but a quick check with a multimeter should verify if youe blowing the traces off the junction boxes.

Fuse #10 and power to fuse #10 are key to the headlight and relays functioning. The taillight relay and front marker lights don't go through fuse #10, they get power from Fusible link 7 and dedicated fuse 1 in the engine bay not anything in the junction box. The rear markers, running lights and license plate lights all share the same power (but via wiring in the junction box) as the from marker but a different ground.
