I have a '90 Eclipse 2.0 NT ... To make a long story short we locked up the intake cam and ruined the head ... We race this on a 3/4 mile circle track and I have to replace the head ... I was told that we could use a Tiburon head as a direct replacement and get some benefits from the larger valves etc ... any how what would you suggest at this point on a $400.00 budget ...

Im sure you can find another NT or T head for well under 400. You could find a head and do some build work on it for that budget if its just the head you want to focus on. I would play it safe!

$50 junkyard head from any 1g NT or turbo talon, eclipse, laser, or hyundai with a DOHC 4g engine. ~$100 to have a machine shop go through it. $250 for new toys.

Just find a head with bent valves, get new SS valves for $100 on ebay, have a $100 valve job done. If you get a 1.8 or 1.6 head from a Hyundai Elantra, it will bring your compression up by .5.

So your saying to get a head from an elantra 1.6 or 1.8 and do a valve job and put it on ... wil it use the same intake and exaust manifolds?

yes. There is a small port version of those, but they will be very easy to spot.
