1g BOV & upper i/c pipe => 25 psi???

Hate to ask, cuz I'm not really a newbie to turbo's and what-not, just a newbie to the dsm world. Anyway, I replaced the upper i/c pipe w/a 2.5" pipe and a 1g BOV. Before I did that I had my Joe P. set to 14lbs. After replacing the pipe and bov boost increased astronomically to ~22-25lbs depending on 2nd-5th gear. I know this is obviously too much. My question is, is a gain of 10-13psi normal w/this upgrade? I have the mbc completely open and it still registers the same psi. Other mods on the car that would in any way be relevant are an AFC and lower i/c pipe. I just wanna know what I should do to get that to drop back down to 14. Thanks.

oh ya, i forgot (if already not assumed), i'm still on the t25:(
 
take apart your MBC carefully!!!!!. and put it back together again. the ball might not be seating on the spring properly.

That's the problem. No matter how I set my Joe P the boost doesn't change. Right now it's completely unscrewed so I should hit stock boost, but it pegs at 22-25. I'm thinking it's the ball not seating as mentioned. I'll find out tonight when I take a look at it.
