2G 1995 Eclipse GS-T with OBD2 port but it's OBD1?

Hello!

I have a Check Engine Light (CEL) on my car so I pulled out my OBD2 scanner, located the OBD2 port under the steering wheel and plugged it in, and even if I do get power to the scanner, it can't read the codes.

I've read that the 1995 might have the OBD2 port but it's still OBD1 in protocol, I don't have the 1G diagnostic connector, only the OBD2 female port, and my scanner doesn't read OBD1
And since my car is a Turbo version, the key self scan where you turn it to ON 3 times to see the CEL light flashing the codes doesn't work.

How can I check the codes? I have a multimeter so if there's some pins I can read it from directly I would gladly do that but I don't know which ones to try and I don't want to short anything

I tried measuring voltage between pins 1 and 4, it constantly outputs 7.36v, when I put the key to the ON position it reads 8.34 and doesn't flash anything.

Delphi DS150, I tried a friend one, and also a cheap bluetooth one, neither worked.

Specifically 1995 and turbo is apparently the most complicated combination to scan codes... no one can agree if it's OBD1 or OBD2 and most other ways to read codes don't work
 
All 2G are OBD II compliant. 1995 are not required to meet OBD II specifications, only OBD I specs. for government testing needs. OBD II wasn't mandantory until 1996. If you're using a scanner you need an OBD II scanner to read the codes. If your scanner(s) aren't working (not connecting) you need to check if it's compliant with Mitsubishi protocol and or your OBD port is working.
