1G 1992 tsi ignition control problems

I recently just installed a new ICM in my 1992 eagle talon tsi. Was able to get it up and driving, and I shut it off, and power was instantly low again. I tried boosting it, it tried and failed to crank a couple times and now I can’t get any power through the car, even by boosting it. And I now cannot crank either. Where did I go wrong and how do I fix it?
 
We don't use the term ICM so I'm not sure exactly what it is you changed. Was it the Engine Control Unit (ECU), the Power Transistor Unit (PTU) that charges the coils, or something else.

You talk about power, I assume you mean voltage from the battery. If so have you measured it and have you charged it up?
