14b oil return bolts

My Turbo oil return line needs help. Both 2 turbo bolts and oil pan bolts spin. I'm not to happy about needing to retap the threads to 1/4-20 UNC, but I'm even less happy about not being able to get one of the turbo's return bolt out. Anyone have an idea other then takeing it the turbo out and having a machine shop drill it out?

This is what I'm planing on doing once I get this damn bolt off.
Retap both pan and turbo to 1/4-20 UNC
Clean threads and mateing serfaces
Add tefflon tape to 1/4 fasteners
replace 4 copper crush washers
say a little prayer.

Any suggestion?
 
are there supposed to be washers or crush washers under the bolts in the oil pan or turbo?Is teflon tape or sealant on the bolts ok to use?
 
Copper washers are kind of like a gasket because of their softness. Helps the seal. Tefflon just helps prevent leaking through the threads. RVT is more of a sealent that takes the place of tefflon. Are you asking becasue your currious? or do you have somthing to add to my post??
