14b extreme lag

Alright guys I've been having huge turbo lag since I installed my 14b. It had massive cracks in the turbine housing. So I got a new 7cm housing I installed it yesterday along with a FP manifold, hoping that this would get my 14b to spool faster. When I went to try I still don't get full boost till about 4500rpm. I tried to close the wastegate with a wire to keep it shut to make sure it wasn't opening prematurely or wasn't completely closed. It did help but it would still take till 4k to spool to 18psi. I don't know what else to try and I think that this is extreme lag for a small 14b.

Does anyone have any ideas on what I could try or check. Ive tried everything I could think of.

The compressor o-ring I haven't checled. How can I go about checking that?
