wooo sound when vacuum rises

Ok guys, lets see if you can figure this one out. My car is a 92 tsi, mods are boost controller 2.5" exhaust all the way back, no cat, k&n filter, and the boost is at about 12-14 pounds. when I am driving it i hear this wooooo sound that comes from the engine. It does it when my boost guage is between 12-7 on vacuum. As sonn as it passes -7 vacuum it goes away. the car really doesnt seem like it pulls the way it used to be. I know the turbo is freshly rebuilt so it shoudnt be that. I have heard something like it could be my wastegate is tuck open a little. If thats the case would that cause it to feel like crap even when i am boostin at 10lbs steady. I watch my guage and see its at ten poumds when i hit it, but it doesnt feel like i am boosting past 3 pounds. I really need help to find out what this is.

there is a selinoid that is not blocked off, or has a hose that has come off.
The main clue to that is the noise is limited in frequency.

I would also go as far as to say that that selinoid hose problem is also effecting/causing your other problem.
 
what selanoid are you talking about? I have a Manual Boost controller, if that helps, not the boost control selanoid.

these cars have some 5-8 selinoids. It can be any of them.
