wire short?

Okay so I've had this problem for a while now that my car would surge when I turned the headlights on and would hardly run at all with the hazards on. I took the alternator off and had it tested, it was bad, so I picked up one from a local junkyard and had it tested, which turned out good. So thinking my problems are solved, I started the car only to find out it's still surging when I flip the headlights on, sometimes it does it with just the blinkers.
When I say surge I mean it'll be idling around 900 and jumped down to 300ish, then back up to 900. Where can I start to find the problem here? How can I narrow down to a wire having a short in it? thanks.

Check your grounds at the battery. Clean the posts of your battery. Upgrade the ground wires to bigger grounds. Scrape off the paint where you are grounding to the chassey. Also you might need to tighten up your alternator belt and get your battery checked. I would start there.

With all of the above done it still surges. I'm thinking it has something to do with how the halos are wired in, since turn signals surge it as well. I let the car idle with everything possible turned on, it didn't surge at all until I flipped the lights/signals on. Also did a compression test and found #2 being was low compared to my other numbers. 170,149,171,165. With the head being off now I can replace the rings/ anything else that needs done, and I have 100% more room to search for that wire short.

Well if you think your halos are the problem then I would try unplugging them or unhooking them and see if it still does it. That will tell you if your halos are messing with your idle surge, though I doubt it is the halos alone.
