Wipers wont turn OFF

I have a really weird problem. The wipers will not go off in my 90 ESi. Thry will go faster and slower, but they wont go completely off. I have no clue why as i just got this car.

When this happened it was with a really weak battery so might the low voltage/amperage have something to do with it?
Or is it a switch or something? I'm stumped and ive never heard of this happening to anyone.

I'd assume it's the switch, since it's not totally switching off right now. For a temporary fix, pull the fuse.

I put a good battery in it, and the problem went away. weird.
