I just noticed last night after I shut my car off/removed the key, that I could put the windows up and down. Should I be albe to do this? or is something messed up?

Its normal, Mitsu programmed it so that you can have full access of the windows for a brief period of time after the key is removed. I can't remember the exact time without looking in my owners manual, but its under a minute.

i think its 30 seconds. once you open the door you lost that ability however. I just wish the sunroof was also wired up that way.
