Will not rev past 1400?

Ok i finally got my 6bolt started and steady, but it wont rev past 1400 rpms, but throttle is reading 100% and my AFC says its only reading 900 rpms. but forget aobut the afc, why wont the car rev past 1400 rpms??

edit: could it be that they didnt wire the afc correctly? cause it sounds like an ecu problem.

The only thing I can think of is that you might have a bad ECU.

correctamundo! turns out when my bro removed my afc2 to install the NEO he didnt look to see that the wiring was different between models, i rewired it and it fixed it!
