will data logger clear CEL's for good?

Ok, I've done the searching, and either I'm just plain dumb, or its not out there. I'm going to be purchasing a datalogger(finally) and I know you can clear CEL's with it. My question is, when you clear a CEL(rear 02 for example), does it stay cleared for good? I need to get my car registered and inspected in NY and I'm unsure that this will allow me to clear inspection. I just did the vfaq o2 bypass, and since my rear o2 is still hooked up to my exhaust piping,(although I have no cat) I just did the blue/white wire mod and left the two black heater wires alone. The CEL went out, then came back on after driving. I'm guessingt that the bypass hookup is right, but there's another CEL code. I'll be looking at why the CEL is still on when I get the logger, and fix any necessary problems.
 
My experience with the datalogger that i had is that while you can clear them they will come back in a few days. I was running the logger on a 94 laser 1.8 but everything about the car was the same as the 2.0 except the motor. I had an o2 sensor cel and cleared it but it came back every few days. I know that you have to fix the problem before it go away completely. I am having the same problem with my 95 gs but I don't have a logger for this car yet. I took it to autozone and had the cel cleared and it came back in two days showing the same codes. My advice is to fix the cels before your car inspection so they don't make a surprise light up at the inspection.
 
The CEL is there to tell you that there is something wrong. If you just clear it but not fix was wrong in the first place, then iti is liable to come back. As an example, if your O2 sensor goes bad and all you did is clear the CEL, then it will eventually come on again. Now if you fix the sensor and then clear the CEL, then it should not come on again. As for not having a cat and getting CEL, its a hit or miss. Some people get it, some don't.
