Wierd electrical problem

Ok, my girlfriend has a 96 Talon ESi. Lately whenever we turn on the high beams it turns off the cd player and radar detector and then they turn back on. And tonight i was driving it and when i turn off the car i have no power but as soon as i turn the key to "on" i have full power. We just replaced the battery earlier tonight and we had the alternator tested and it tested at normal voltage. I'm sure there's a short somewhere but i have no idea where to start. Any help would be GREATLY appreciated. Oh yeah one other thing, whenever we roll up either window if we hold the button in after it's all the way up it makes a high pitched whining noise. Please help, ANY suggestion would be useful.
 
well i wouldnt suggest on you holding the window button after the window is up that whining noise will eventually become a blown window motor if the window is up let go of the button as far as that other problem seek a good mechanic/automotive electrician shop
 
well it's not like we just sit in the car with the button held up, when anyone i've ever seen rolls up their window they hold the button for a second to make sure it's all the way up and that's when we notice it. anyways, my mechanic tested the alternator and it checked out and he said to replace the battery and check any connections that draw power and i have and everything has checked out thus far. I don't really feel like spending $85 an hour for a days worth of testing wires just to tell me something might be able to tell me on this site. So if anyone else can actually help me out and give me some USEFUL advice besides saying "go to a mechanic" that would be greatly appreciated.
