Hi, I have an injen intake, hks ssqv bov, stage 0 boost solenoid mod and that's about it. I've just put my boost gauge on and it goes up to 20 psi at around 5000 or 5500 rpm  . I'm wondering why and if it would hurt the turbo or the engine. I usually drive rather mildly, it usually stays between 12 to 15 psi around the 3k rpm range. The turbo starts spooling at 2k rpm.

Yes it will hurt the engine and the turbo. Do a search for "boost creep", that should get you started on diagnosing and solving your problem.

Do you have any exhaust modifications?

Urm... I have the stock factory exhaust though... I did the stage 0 mod as described in the tech guide. I removed the inner vacumn tubing from the outer one in the solenoid.
