Whistling/clanking noise when braking.

When driving the car, i noticed the rear driver side wheel whistles/squeaks as it rotates (like one whistle/squeak per rotation). It's most notable at low speeds, I don't recall hearing it at speeds above 25 mph.

Another thing is when i push the brakes, the whistle/squeak becomes a constant noise instead of one noise every rotation. Along with the whistle/squeak, there is a clanking noise when depressing the brake. I'm sure these 2 problems are related. It only happens on the rear driver side wheel.

Any suggestions?
 
Caliper going bad(stuck?) there is a lever o0n the back side of the caliper..have a friend pull the e-brake up and down and see if the right arm moves just like the left one does..
