Where should it go?

There is a vacuum line on the strut tower next to the timing cover, heading toward the back of the car.

Can anyone tell me where it is supposed to hook up?

Where does it come from? Follow the line and tell me where it's connected to. It could be anything from the EVAP system to the cruise control unit.

I don't have cruise control anymore. It looks like it goes down under the passenger side headlight to that cylinder for emissions. Do you know what it connects to up top?

Are you sure that's a vacuum line? Sounds like the freeon tube connecting to your A/C condenser. Either that, or... Post pics.

It is your EVAP canister's vacuum line. It should hook up to the left port of the 3 nipples on the intake manifold towards the left in the back. Middle one was where your cruise control went to and the right one hooks up to the EGR valve.
