When your changing bushings in the suspension is it needed to tighten the bolts after the car is on the ground? Its a huge pain since my cars lowered so any input is appreciated

Not required, but it's a much better way to do it. Tightening the bolts with the car at static ride height eliminates preload. Of course, if you are swapping in poly bushings for the bonded rubber, then it's no longer an issue, since those, in theory, rotate smoothly and easily.
