Whats rich and whats not?

I have a 98 gsx with several mods, I was told it was running rich, however I was also told i was running lean. My car is out of tune, and i was told it was set to run richer that lean because I was also told it was better that way. It idles anywhere from 15 to 17 on my wideband, but when I drive it bounces back and fourth somewhat but for the most part the light stays red. If you mash the gas it sets on ten. Whats the target number, and is this hard on my car, is it safe? whats considered lean, and whats considered rich?

15-17 is lean..... 14.7 is a perfect air/fuel mixture.14.7< = lean
14.7> = rich

Well 10.0 at WOT is kinda rich,but is not that bad,it better stay on a richer side during wot,then on lean side.

while you driving,(cruising) the wideband gauge,has to bounce back and forth.
 
14.7 is the magic number. anything higher is lean anything below is rich

A wideband doesn't cycle during closed loop. A narrow band 02 sensor does.. If you have a wideband it should stay somewhat close to 14.7 at warm idle and steady cruise if everything is set right. If your wideband says 10.0 thats probably the lowest it can read. So it might actually be even richer than 10.0. I wouldn't say there should be a exact a/f your car should be at because every car is a little different. If I had to put a number out there I would say 11.5 at wot on pump gas is probably where you want it.

Correct me if I'm wrong, but I though 12.7 AFR was the number you want to hit.

At wot on a n/a car I can see 12.7 being somewhere where you would want it. But for a boosted car thats on the lean side. I don't think I would even want that lean of a a/f even on e85....

And try to set the AFC to a lean side on higher RPM range. from 4k up to 7500.and look for the readings on wideband....
 
Sorry had a little confusion. It's running rich, but I failed to realize that my factory computer was leaning it out when it was just idleing or just cruising, how ever when I mash it it does go to 10 or maybe even lower. But thanks anyways guys, you have been a big help!

I have a AEM UEGO, but it's not installed yet because I have been focusing on putting in my motor and trans. I bought it because it was a good deal, just waiting to install when I get the time. I'd rather get it running first before I do another mod.

When you are driving around just normally your computer is going to be trying to stay around 14.7 or so. Like others have said, if you go WOT and you see it higher then 12.5 or so you need to adjust it lower because you are running lean which can lead to damage. Running rich which is lower than lets say 11 then you are running rich which is mainly just robbing power. It also depends heavily on your mods and the fuel you are running on.
