I'm looking to get back into the dsm game again. Been looking around and shopping for another gsx. Came across one locally. Has the following mods:

Does have a problem at idle, owner says it is running rich. Also has fuel cut when i test drove it and got on it, it lost power until i let off the throttle. Dent is passenger fender and some typical paint fade on hood, but overall a really clean car. I offered 2300 - 2500 for it, does that sound like a fair offer?

Could be a good deal after you get a Adjustable fuel pressure regulator. The car is not hitting fuel cut. The power loss you feel is the car running rich. The car is running rich because it has a 255 and a stock fuel pressure regulator. Which the 255 pump is over running the stock fuel pressure regulator which also makes the car run rich.

honestly, if he has all that money into the motor, I really think $2500 is a decent offer. You didnt low ball him or anything because it sounds like he hasn't tuned the car so you're in for some work yourself as little as that may be.

Slight rust on the fender that has the dent from a small accident. But didn't find any anywhere else.
