What is wrong with my car? is it rod knock?

Ok, my car as been having problems lately, for a while now it has had this odd noise coming from the belt-housing my where the timing belt is located and before the sound would go away when the turbo started to spool, now it is so loud you can hear it over the turbo spool. Well the problem kept getting worse and worse, and finally today when i take the car out of gear and into neutral it stays at 3,000 r.p.m for like 10-15 sec. and then finally drops down to 1,000 then if that wasn't enough, my car started making a knocking noise, and i'm half filled up on oil so rod-knowck shouldn't be the case? is there any advice on this? any hlp would be so apprecialted i need help as soon as possible. You shuldn't drive the car any more until you figure it out. Take off the upper timing cover and turn the car on, see if you can locate where the noise is comming from.
 
We will take the upper timing belt cover off in a few days I dont see why it owuld be rod knock, his engine has 88k miles on it.

mileage shouldn't have anything to do with it. heck, if he's running it low on oil, it could be a brand new motor. wouldn't matter.

anyway, is this thing being run low on oil? it's not a lifter tick is it? or something a lot louder than that. done a compression check? if the rod isn't broken it could've slung a rod bearing. where the bearings would usually have one on each side like...... () it could slung one around and stacked them on top of each other like.....)) if you understand what i mean. which would stretch it out enough to pretty much start tearing up the motor and crank pretty good. i'd for sure recommend doing a compression check 1st thing.

as far as the idle goes, well, how is it when it's at idle? steady? or does it go up and down after the 3000 rpm drop? wondering incase it's the iac motor. have another to replace it with and test it out? any vacuum leaks?
 
He has had oil in it and he told me its to the half way point, I always keep my oil to the top but it doesnt matter he means the half waypoint on the dip stick, and i know what rod knock is, its when your rod bearing wear down out of spec there for making play between the crank shaft and the connecting rod. I dont atcually live in vacaville any more so icant just go to his house and take a look at it, I was kinda hoping its just the valves. The noise comming from the timing belt area is a whole other mystery.

Just another idea, when my crank pulley went it was making clunking noise. I thought it was coming from the belt housing at first.
