What is this part bolted to the back of my block?

Here is a dumb question.. i found something on my car which i'm not sure of. I was looking on the drivers side back part of the engine, below the fuel rail, intake mani, ect. and I saw something that looked like it was supposed to have a belt on it, yet it wasnt turning or anything. Is this my a/c compressor? I would guess if it was something more needed i'm guessing my engine would have trouble? any ideas? ill try to get a pic up.
 
This is a shot from the top of the motor. Any idea what this is? center of the pic, with the brass looking plate on it.

so that explains why my ac doesnt work. #### i hate irresponsible auto owners. The dude i bought this from is going to get his face smashed in if i ever see him again. Ok, so my question next is, i cant figure out where the belt that this connects to is supposed to go? or do i need t find a longer serp belt?
 
IT goes around the crank pulley, around the tensioner than around the compressor.

So chances are the guy previous to me bought a shorter belt to delete the AC compressor. Ok, so I should be looking for a stock drive belt then. Thanks! :)

No, didnt buy a shorter belt, just removed that belt. There are three different belts. 1 goes around crank pully to water pump and alternator, 1 goes around waterpump to the power steering and 1 goes crank pulley to ac compressor.

No, our cars use three separate drive belts, believe it or not.

One on alternator/water pump/harmonic balancer
One on harmonic balancer/ac compressor
One on power steering/water pump

Also just a heads up, some people just remove the A/C compressor belt if the A/C quits working and they don't want to fix it. I highly recommend getting it checked for leaks and whatnot if you decide to try it back out.

Also some people just have a hard time getting it back on, so they leave it off.

See, this is what happens when you come from the domestic world LOL. Ok, ill go grab an ac belt then. The previous owner mentioned it may need a new ac compressor, so ill take that as It doesnt work. Judging by the fact that this kid nig-rigged half the shit on this car im not putting it past him. Sick of sweating my ass off in my own car :) Thanks for the heads up guys LOL
