what is all over my ecu??

Im just about done swapping my engine into my awd talon and went to see if it would start or try to or anything, nothing so i checked and i wasnt getting spark. I decided to peek at the ecu to see if anything was messed up and got this:

Black rtv like stuff all over it! Im sure that this cant be good and i will try to start it with my laser ecu just to see if it will go.

It is silicone kinda stuff. I forget why people put it on there, to cover the contacts or something. From what I understand it's fine to run like that. I've had hot glue on a Dodge ECU before to seal it up from water.
