weird noises! help!

ok, i just had the timing belt and balance shaft belt replaced. and now i am hearing some weird noises and now have a lack in power.

Before i had the stuff replaced the car made decent power (for being mostly stock) except for the clicking noise the hydraulic tensioner was making (extremely wore out)

but now the car has a pretty decent vibration in it, along with a lose in power. and also when i step into it, it starts to make what sounds like valve noise? and the exhaust tone is louder (noticed 2 bolts on the manifold to turbo were loose). But when i jump into it and let out it makes kind of a weird like valvetrain noise.

now two exhaust valves were replaced about 5 monthes ago and the head resurfaced but i dont know if i need to readjust the valves after the timing belt or what. because before all this the car ran good except for the ticking from the tensioner. But now it just seems that it has all fell apart.

let me know any ideas that you have i put on a OEM hydraulic tensioner, OEM timing belt and balance shaft belt, and all the new tensioner pulleys.

So now i dont know what to do here is whats on the car right now.

1990 awd talon
turboxs boost controller
k&n air filter with removed silencer and lower honeycomb
removed cat with a no name muffler (stock piping
ported 2g manifold
stock 14b

please let me know what you think asap
 
Possibilty the bearings that the balance shafts ride on are going bad I have heard and seen that happen before. Also they may not have gotten the shafts timming marks lined up also check for that. The valves should be fine cause they are self adjusting.
 
so most likely it is the balance shafts not aligned properly then?
 
well i talked to a tech today that works on eagles. he said by the way its running is that the timing wasnt on the money.
