Look up the instructions for your wideband and re-calibrate it you haven't done so already. 22.4 afr is basically normal air and you shouldn't see that at idle at all. Sounds like you need to calibrate it again. Then check your Afrs again. Don't bother with an afpr yet as you need your wideband reading accurately first. 9.8 at WOT is very rich but I bet that reading isn't accurate either.

Yes, you can get an afpr seeing how you need one with a rewired 255 anyway. But your wires are screwed or the box is messed up. Recheck and calibrate everything again.
