Wastegate fried? Boost pegged 2k rpms

Yes I searched. I tried to be complete, so sorry for long post.

Ok so I just finished my N/T to turbo conversion. I know I should have bought a turbo to begin with. I did not really modify anything while doing the swap. I figured I would be best swapping, getting it to work right, then modifying. I did remove the BCS restrictor, lower honeycomb, and air silencer, and cut aircan. First time I started car 2k idle and alot of missing. New plugs, new wires, adjusted throttle bar on back of intake 7-800rpm idle. Put it in neutral and boost gauge reads like 7 psi with slight acceleration the gauge is pegged. Stock boost gauge, I know I need a new/aftermarket gauge for accurate reading. I only got the car up to 2k rpms and pulled back in drive way high psi scared me. Car did not feel as if it wanted to accelerate past 2k anyway.

I verified all was hooked up correct and It all looked good.
Removed lower intercooler pipe and there was no oil present.
Also ran finger inside hosing and found no oil.
Turbo had moved very little when installed but spun very freely.

I thought (VERY LIMITED TURBO EXPERIENCE) after looking up what I could on-line. It could be the wastegate. With the wastegate installed i tried to move it by hand and it wouldn't budge. Unhooked the arm from opposite side of manifold where it attaches to a lever and the lever moves extremely easy. The arm from the wastegate on the other hand would barely budge (maybe 1/32-1/16 inch) when using both hands to move it.
Does this sound like a bad Wastegate to anyone?
If not what else should I be looking for?
If so do I need a new wastegate or is there a fix?

The donor car was a 92 Plymouth laser with automatic. I swapped motor, tranny, and entire engine bay wiring harness, as well as the ecu and tcu.
 
Unfortunately the stock boost gauge really isn't worth all that much. It's really just a calculation based on what the ecu is reading from the MAF. If you've altered the MAF, like removing the honeycomb, the measurements are altered and the calculations are potentially slightly incorrect. The only way to really know how much boost you're running is to plumb in an aftermarket boost gauge.

Sounds like your wastegate is working properly. If you'd like to test it yourself hook the nipple up to a compressor with a regulator and start increasing the pressure slowly. At around 7psi or so, the arm on the wastegate should start moving. The arm should be difficult to move by hand.
 
Idiot alert on my part.

I hooked up the lines wrong.
I ran the wastegate actuator hose from the turbo to the intake.
The wastegate to the BCS.

So Ill fix these and all should be better.
