Wastegate Actuator bad?!?

Is it possible for the Wastegate actuator to go bad? Here is whats happening...

No matter what the MBC is set to, the turbo will spool to 22psi, then back down to 13psi at wide open throttle. I know this sounds like boost creep, but its a stock turbo with a catback, MBC, hard upper pipe, and Greddy BOV.

Im wondering if there is something wrong with the actuator since it does the same pressure spike, and boost reguardless of what the MBC is set to... suggestions?

EDIT:
The MBC is installed to the turbo housing, and the BCS is not being used. This same problem happened before the MBC which leads me to believe the only common factor in all of this is the actuator.
 
it's possible the problem is the WGA, but I would also check for boost leaks just in case

I was about to ask you to try and inspect the mbc and even hook it up to the bov line for th vacuum source, but if you say it was always a problem, then disregard this

If it turns out to be the wga, don't waste your time w/ the t25, just buy a used 14b for $100 and spend another $100 piecing some parts together to install it...
 
I would simply try to run a hose directly from the nipple on your j-pipe to your wastegate actuator. When you drive the car around you should only make 7-8psi. If you still have the same problem, I would say it is the wastegate actuator. If you dont, its either a mad mbc or it has something to do with your setup.
 
Im sorry run the hose from your intake manifold to the wastegate acuator. I thought you were a 1g not a 2g. Please fill out your profile info. It makes it a lot easier for others to help you. Good Luck :)
