Waste gate bad

Ok so i first thought it was major boost leak, then thought maybe leaky BOV, or bad vac. I have a stock t25 with a turboxs BOV, A\T trans. Ive seen the boost spike at 15psi normally then drop to norm around 8-10 for a little then drop off. Today i was picking some parts up\making deposit for a evo3 mani and small 16g and the neccessary things. i took the guy for a drive. first 0-80 at WOT ive done since i got it. Biggest thing i noticed was it spiked at 20psi. then dropped. but while still on WOT it was surging sorta. gauge went down to about 8-7 back up to 10-11 back down.
Does that sound like a bad wastegate to anyone else? i know ther could be other things wrong, thats not what im looking for. Can you test a waste gate while turbos still fully bolted on?

To test the wastegate, pull off the actautor arm and try to move the flapper by hand. If it gets stuck at any point or is hard to move, then you have an issue with the wastegate flapper itself. Here's a link to a page that shows how to test the actuator itself. You can do this all with the turbo on the car but I would recomend you test the flapper by itself first before pressurizing the actuator that way you know which one is bad.

Also, I would do a boost leak test to rule that out as an issue.
