1G Warm start misfire

So I've read a few threads and they are similar but all 2gs and slightly different issues.

So for years now I have had issues with stalling out on warm starts. I've researched the issue for a very long time and have come up with nothing. Once I get it moving a couple hundred feet it's fine as if nothing was wrong.

Now I have a new issue. On warm starts, like when I go to the store and have it off for 30-40 minutes and start it back up again; I am having the car misfire and throw a CEL. When I drive for a bit, it will run like shit then once back up to operating temperature if I let the RPMs go back down to 700-800 it starts idling perfect again and the CEL goes away. However, if I never let the RPMs drop it will continuously run like shit. It also sounds like the timing is off when it is happening.

I've noticed that when I have the most recent issue going on my AFRs are around 16.7-18.9 and sometimes it just becomes unreadable all together.

Any ideas?
